Quest Requirements

To unlock most of this addon's content, one of the following conditions must be met:

Complete the Vault 81 quest, Hole in the Wall, without upsetting the vault dwellers.
Progress the Vault 88 quest, Better Living Underground, up until you repair the first workbench and gain control of the vault as a settlement.
Craft the Vault-Tec Tools Holotape at a City Planner's Desk and use the Bypass Quest Requirements option in it.
Upgrade to 3.0 from a save that was using an older version.
